Sustainable Future for Small-Scale Fisheries
The representatives of sustainable artisanal fishers from Europe, Africa and Latin America urge you to include a specific reference to artisanal fisheries in the Draft, and to the need to defend and strengthen their productive systems. The important contribution of artisanal fisheries to local development, food security and food sovereignty, and to the preservation of aquatic ecosystems, should be recognized, as highlighted in the Monaco Message of November 2011.

Our proposal is consistent with Paragraph 22 of the Zero Draft whereby States ?commit to improving governance and capacity at all levels ? global, regional, national and local ? to promote integrated decision-making, to fill the implementation gap and promote coherence across institutions? and with Paragraph 78 where: ?we stress the importance of the conservation, sustainable management and equitable sharing of marine and ocean resources.?

We ask UNCSD 2012 to support the development and implementation of international guidelines for securing a sustainable future for small-scale fisheries. Affirmative action is also required towards ensuring that coastal and inland communities dependent on small-scale and artisanal fishing participate on an equitable basis in decision-making processes that affect their livelihoods, with priority accorded to customary access of small-scale fishing communities.
