This is the first meeting of IRENA?s governing body after IRENA?s Statute entered into force on 8 July 2010, thirty days after ratification by its 25th signatory on 8 June 2010. To date, the European Union and 148 countries are signatories and 65 countries already ratified the Statute. The Assembly will address, among others, the following issues: rules of procedure; transitional arrangements; designation of the permanent seat of the Agency; permanent emblem of IRENA; host country agreements; staff and financial matters; work programme and budget for 2011; appointment of the Director General; and organization of the second session of the Assembly.

The Assembly will be preceded by the Fifth Session of the Preparatory Commission for IRENA, on 3 April, 2011. This is the last planned session of the Preparatory Commission, and will address, among others, issues such as: rules of procedure of the Assembly and of the Council; staff and financial matters; transitional arrangements; host country agreements; work programme and budget for 2011; and appointment of the Director-General of IRENA.

The Assembly will have a high level segment on 4 April in the afternoon. On 5 April, 2011, 5 April 2011 a Ministerial Round Table will be held in parallel, to discuss the strategic needs for a clean energy future.
